Starkey is first mate on the Jolly Roger, making him second in command after Hook. He is also called "Gentleman Starkey" because of his impeccable manners. He is one of the better-developed pirate characters in the story, after Captain Hook and Smee.

According to Peter and Wendy, he used to be an usher (an assistant teacher) in an English public school, and is "still dainty in his ways of killing". He and Smee are sent by Hook to tie up Tiger Lily to drown, but are tricked by Peter's imitation of Hook's voice into releasing her. Starkey is the only pirate apart from Smee to survive the final battle with the Lost Boys, but he is captured by the Indians and forced to be a babysitter for them.

He returns in the official sequel Peter Pan in Scarlet, happily in charge of a large group of extremely well-mannered child pirates: the Indian children, to whom he taught manners and then piracy. In the Peter Pan 2003 film he was killed by Captain Hook, because he and Smee let the children go.

In the Disney film, the pirates are more comedic characters, and only Hook and Smee are given any real characterization. Starkey is just another of the crew, with no distinct personality, though he is briefly referred to by name.

In Peter Pan and the Pirates he is one of Hook's much smaller crew. Here, he's a foppish French pirate who wields a rapier.
